Initially, The Regional Anticorruption Iniciative (RAI) was adopted in February 200 in Sarajevo as the Anticorruption Initiative of  the Stability Pact (SPAI) in the purpose of curbing corruption – one of the most important impediment in the South-East Europe states development. ( Initiativa Anticoruptie a PSESE) ( Pact Stabil.Eur.Sud Est).

The Regional Anticorruption Initiative approaches to the corruption phenomenon form a multi-dimensional perspective by giving equal importance to 5 strategic directions:

  • adoption and inclusion of international standards in the national legal framework;
  • promotion of a better governance;
  • consolidation of the state of law;
  • promotion of transparency and integrity in the business affairs; 
  • encouragement of the active role of the civil society.

Besides that, the Regional Initiative offers to all its partners a regional framework for coordination and interaction with the member states and a dialog platform with the international community.  The Initiative’s objectives are implemented according to and specified in the Initiative Working Plan, which is elaborated and adopted every two years. At this moment, the Initiative includes 9 member states of the region> Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Macedonia, Montenegro, Moldova, Romania and Serbia plus an observer – U.N. Mission to Kosovo. The Initiative offers them a general framework for coordination, efforts optimization and an on-going dialogue with the partnership community involved in the fight against corruption.

The general coordination of the Initiative is realized by the President of the Initiative which assure a periodic reunion of the Coordination Committee which has the role of stressing the strategic actions directions ( Terms of reference Chairman). The member states are represented in this Committee by high officials who assure the coordination of all the Initiative actions at the national level. In the case of the Republic of Moldova, the representative is designated from the CCECC. Members of the Coordination Committee also are representatives of some international organizations - ABA CEELI, World Bank, Council of Europe, European Commission, OECD, OSCE, UNODC, Open Society Institute, Transparency International, USAID, as well as donator states - Austria, France, Germany, Norway,  Sweden, United States of America etc. at this moment, the main donator of the Initiative are the United States of America through USAID aba ABA CEELI.

In May 2005, in Brussels, the Ministers of Justice of all RAI member states consolidated their engagement of adopting measures of influence oriented to curbing corruption in the South-East Europe. As a concrete step in this direction, the regional states have elaborated a calendar of implementation of 10 combined measures for curbing corruption and assure the SPAI Regional Office of their full assistance. The year 2007 was a year of transformation and establishment of new challenges of the Initiative. The Agreement Memorandum was opened for signature  and ratified by the SPAI member states during the SEECP reunion in Zagreb, on the 13th of April 2007. By signing the Memorandum, the member states assured their financial support to the RAI Secretariat in Sarajevo by bringing annual financial contributions and for the first time decided to propos a local President of the Initiative, proving this way the implication of the South-East European states in the fight against corruption. The Memorandum was ratified by the Republic of Moldova through the Law Nr. 59-XVI of 20.03.2008. Beginning with October 9th, 2007, by a decision of the member states was aproved the 11th Meeting of the Steering Group in Podgorista; the Anticorruption Iniciative of the Stabilioty Pact of South-Eastern Europe was renamed in  Regional Anticorruption Initiative (RAI) ( Strategic Document); Beginning with October 9th, 2007, by a decision of the member states was aproved the 11th Meeting of the Steering Group in Podgorista; the Anticorruption Iniciative of the Stabilioty Pact of South-Eastern Europe was renamed in  Regional Anticorruption Initiative (RAI) ( Strategic Document) , and transforming, in the same time of the Stability Pact in the Regional Cooperation Council.
