Criminal Prosecution Department
One of the biggest obstacles on the way of economic, political and social reforms in the Republic of Moldova is the spreading of corruption amongst all the spheres of activity. The results of the law enforcement authorities in this sense to a significant degree depend on the results of the General Department for criminal prosecution, that is one of the mainsubdivisions of the Center.
The major tasks of the Department comprise detection, documentation and investigation of corruption-related crimes, as well as qualitative performance of criminal prosecution on the cases held by the Center. After the adoption of Law on the status of criminal prosecution officer has significantly increased the role of General Department for criminal prosecution.
When exercising their functional duties, the officers of the Department are permanently oriented towards the observation of human rights and fundamental freedoms, as well as general principles of legislation in force, including the legality of criminal process, the presumption of innocence, total equality before the justice, inviolability of person, of private life, domicile and property, secrecy of correspondence, assurance of right for defense, etc.
During the 5 years of activity to the judiciary instances were sent 1118 criminal cases, of them 572 (51%) are referred to corruption crimes, 408 (37%) – economic crimes, 138 (12%) being referred to other categories. Out of the criminal cases referred to the judiciary instances during the said period there are several cases of special social importance.Among them one may mention the criminal cases instituted against some of the officers of capital’s mayoralty.
The relevant statistics denote a growing efficiency of the subdivision owing to the permanently growing professionalism of the officers. Most of the officers that upon employment are graduates of the institutions of higher education are then guided by the more experienced staff.
