Anticorruption Department
The Center has faced the full aggression of corruption and all the dangers associated with the development of this public scourge.So, one of the measures was the creation of the General Anti-Corruption Department in February 2003, responsible for the assurance of observation of legal norms, protection of national economy by the eradication of corruption and protectionism phenomenon.
The Department’s responsibilities include the multilateral operative and complex investigations aimed at combating corruption and protectionism; removal of causes and favoring conditions; determination of priority activities in order to detect, eradicate andanticipate acts of corruption and protectionism depending on the methods and tools used by the infringers.
The service duties of this Department also include operative coverage of the major branches of national economy, public and law enforcement authorities concerning documentation of illicit activity of corrupted public officers, revealing of methods and schemes of corruption.
In the context of implementation of the National Strategy for the Prevention and Combating of Corruption and in order to reduce the opportunities for corruption, the personnel of the General Anti-Corruption Department got involved in the execution of measures provided in the Action Plan, especially in the upgrading of the existing structure of the Department, creation of better internal administrative control mechanisms within the organs of public authorities, implementation of institutional measures aimed at prevention of corruption, evaluation of transparency in the institutions of pre-university and university education, etc.
In its daily work the Department collaborates with the other subdivisions of the Center, as well as other state institutions: General Prosecutor’s Office, Ministry of Internal Affairs, Ministry of Justice, Security and Information Service, etc..
On the external level, in order to facilitate an efficient exchange of experience, the officers of the General Department participate at international meetings, seminars,round tables, etc. organized under the auspices of authorities and countries with advanced experience in the field. For example, one may mention the membership of the Department in the International Association of Anti-Corruption Authorities in December 2006.
In order to consolidate relations with the civil society in the detection of corruption facts, in the GACD was introduced into operation a trust hotline ( with possibility of anonymous applications) for the citizens to be able to inform the Center on specific cases of infringements and obtain consultations on the Center’s activities.
