Accounting and Finance Department
The Department of accounting and finance concentrates its efforts upon the efficient management of resources provided from the state budget, performance of financial managerial tasks, as outlined in the relevant instructions.
In order to assure an efficient use of resources in the Center, to create optimum working conditions and assure a good technicalmaterial basis yearly calculations are elaborated for each financing item in order to justify the financial resources allocated from the state budget. In order to save resources, there are limits of expenditures for each item and subitem.
Special attention is paid to the implementation of organizational provisions related to the procurement of goods, works and services for the needs of the Center’s subdivisions with due observation of legislation in force. With the immediate support of the Agency for Material Reserves, Public Acquisitions and Material Aids and based on the results of conducted tenders, there were procured 15 automobiles, one microbus, 207 computers and furniture valued at 4008,5 thousand lei, other technical facilities valued at 2581,9 thousand lei.
An important component of the financing plan is the payment of salaries and pension contributions. Changes in the labor remuneration conditions after the adoption of new legal and normative acts have determined a considerable number of recalculations in order to adjust the salary levels for each officer in particular, depending on the position and real results.
The measures herein above specified contribute to a a better spending of state budget money within the approved cost breakdowns. In order to improve the accounting activity, the Department uses the accounting and managerial software „Universal Accounting SL–Budget”, and is currently undertaking measures for the elaboration of performance program-based budgets.
